Live Local Act Exemption Consulting in Key West

We help owners of affordable and workforce rental properties claim and keep the Live Local Act property tax exemption. That means checking eligibility, filing FHFC certification and the county DR-504AFH application, and verifying resident incomes. Then we keep it current every year for clients in Key West and the surrounding area.

How We Work With Property Owners

Our approach is simple. We tell you what qualifies, what it is likely to save and what it will take, in that order, before any work begins.

  1. 01

    An honest eligibility answer first

Some properties qualify for the full exemption, some for part of it, and some not at all. We look at your unit count, rent levels and the income bands you serve, then tell you which group you fall into. If the numbers do not support filing, we say so.

  2. 02

    Experience with established developers

Our clients include Coral Rock Development Group and Terra Group. The same care we bring to their portfolios goes into a single building with a modest rent roll.

  3. 03

Records kept the way an appraiser reads them

A filing is only as strong as the paperwork behind it. We organize rent rolls, income certifications and unit schedules so the property appraiser and FHFC can follow them without coming back with questions.

  4. 04

    Every step in writing

You get a line-item estimate of our work and a calendar of the dates that matter for your property. Nothing is added later without a conversation first.

  5. 05

    Meetings that fit your schedule

We meet at our office, or by phone and video. Documents move securely, so owners and managers based outside Florida can work with us just as easily.

Live Local Act Services

The exemption depends on a chain of filings, and each link has its own form, its own office and its own deadline. We handle live local act exemption applications from start to finish, or step in for a single part: FHFC certification filing, county DR-504AFH filing, annual recertification, resident income verification or ongoing compliance support. You can see each one on its own page. If you are not sure where your property stands, the first call sorts that out.

    Exemption Applications

We check whether your rent-restricted units qualify, assemble the record, and file the exemption so the tax savings are claimed on time and supported.

    FHFC Certification Filing

We prepare and file your Florida Housing Finance Corporation certification so your Live Local Act exemption has the approval it needs before the county deadline.

  • County DR-504AFH Filing

We prepare and file the DR-504AFH return with the county property appraiser so your Live Local Act exemption is claimed correctly and on time.

  • Annual Recertification

Yearly renewal of your Live Local Act exemption: updated rent limits checked, resident files confirmed, FHFC and county filings completed before the deadlines.

  • Resident Income Verification

We gather and check resident income documents for each set-aside unit so your Live Local Act exemption rests on files that hold up.

  • Ongoing Compliance Support

Year-round tracking of rents, income files, unit counts and filing dates so your Live Local Act exemption holds up when the county or FHFC takes a closer look.

About Our Practice

Live Local Act Consultant Key West does one kind of work. We help rental property owners qualify for and keep the property tax exemption created by Florida's Live Local Act. That focus lets us know the forms, the agencies and the common reasons applications stall.

Rents in Key West run high, which makes workforce housing both harder to finance and more valuable to the people who live in it. A properly claimed exemption can make the numbers on those buildings work. We treat each file with the care it deserves and explain every step in plain language.

Where We Work

We are based in Key West and serve property owners here and across the surrounding area. Because the work is done at our office or by phone and video, there is no need to visit your property for most engagements. Filings go to the county property appraiser and the Florida Housing Finance Corporation, and we handle both.

  • Key West

If your property sits outside the immediate Key West area, call anyway. We can tell you quickly whether we are the right fit.

How an Engagement Runs

Most clients follow the same path from the first call to an approved exemption. Here is what to expect at each stage.

  1. 1

    A free review by phone

You tell us about the property: units, rents, residents and any past filings. We give you a straight read on whether the Live Local Act is worth pursuing.

  2. 2

    Eligibility check and savings estimate

We test your rent roll against the current income and rent limits and estimate the tax reduction. You get our findings and a written estimate of our fee.

  3. 3

    Income verification and FHFC certification

We confirm resident incomes, assemble the supporting records and file for certification with the Florida Housing Finance Corporation. Certification has to be in hand before the county application.

  4. 4

    County DR-504AFH filing

We file the DR-504AFH application with the property appraiser, FHFC certification attached. If the appraiser's office has follow-up questions, we answer them for you.

  5. 5

    Recertification each year

The exemption does not carry forward on its own. We track the dates and prepare the renewal so a missed form never costs you a year of savings.

Common Questions About the Exemption

What does the Live Local Act exemption actually cover?

Florida's Live Local Act created a property tax break for rental properties that reserve units for lower and moderate income residents. Units rented to residents at or below 80 percent of area median income can be fully exempt. Units for residents at or below 120 percent can receive a partial exemption. In both cases, rents must stay within the program's limits.

Does my property qualify?

It depends mainly on how many units are set aside at qualifying income levels, what you charge for them and who lives there. The exemption generally applies to developments with more than 70 qualifying units. A free eligibility check by phone will give you a clear answer.

How much could the exemption save us?

Savings depend on your assessed value, local millage and the share of units that qualify at each income band. We prepare a free savings estimate from your actual figures so you see a realistic number, not a best case.

What are the deadlines?

The county application is generally due by March 1 for the tax year, and FHFC certification must be obtained before that application is filed. Because certification takes time, we recommend starting in the fall. We give every client a written calendar of their dates.

Do we have to apply again every year?

Yes. The exemption requires certification and a fresh application each year, supported by current resident income information. Our annual recertification service keeps that cycle on schedule.

Who verifies resident incomes?

Your property manager may already collect income certifications. We review them against the current limits, flag gaps and help complete missing files through our resident income verification service, so the filing rests on records that hold up.

Do we need to meet in person?

No. Many clients never visit our office. We work by phone and video and exchange documents securely, though you are welcome to meet with us in Key West if you prefer.

What Shapes the Cost of Our Work

Our fee reflects how much work your property actually needs. A clean rent roll on a single parcel is a lighter job than a mixed-income portfolio with gaps in its records. These are the factors we weigh when we prepare your estimate.

Your estimate comes after a free Live Local review of your property, written out line by line. We can also prepare a free savings estimate so you can compare the likely exemption against our fee before deciding.

Number of units and parcels
More units mean more income files to review and a longer unit schedule. Multiple parcels may each need their own county application.
Income bands and unit mix
Units set aside at 80 percent of area median income and those at 120 percent are treated differently. A property that mixes both, along with market-rate units, takes more careful allocation.
Condition of your records
If resident income certifications are current and complete, verification goes quickly. Missing or outdated files have to be rebuilt before anything is filed.
New application or renewal
In year one we build the record from nothing. Later renewals reuse much of that groundwork, so they tend to move faster and cost less effort.
Timing against the deadline
Starting early gives room to gather documents calmly. A late start compresses the schedule and can add work.
