FHFC Certification Filing in Key West

Before a Live Local Act property tax exemption can reach the county, Florida Housing Finance Corporation has to certify the property. We assemble the unit data, rent figures and owner details, file the request carefully, and tell you plainly where your property stands.

Where FHFC approval fits in your exemption

The county property appraiser is the one who grants a Live Local Act exemption, but the appraiser does not decide on its own. Florida Housing Finance Corporation (FHFC) first confirms that the units you are counting satisfy the income and rent requirements. Your DR-504AFH application with the county leans entirely on that confirmation.

We handle the certification step as its own careful piece of work. Most denials and delays we see trace back to small mismatches: a unit counted at the wrong income tier, a rent that sits a few dollars above the published limit, an owner entity name that differs from the deed. We look for those before anything is filed.

Because area median income in Monroe County runs high, the rent limits can look generous on paper. That makes exact figures more important, not less, since a property can qualify comfortably on most units and still trip on a handful.

What our certification filing includes

Eligibility read
We check unit counts, income tiers and rents against the statute before any paperwork starts. If a property is unlikely to qualify, we say so at this stage.
Unit-by-unit schedule
We build the unit list FHFC expects, tying each qualifying unit to its rent, its income tier and its current occupancy. This becomes the same backbone your county filing uses later.
Rent limit comparison
Each qualifying rent is checked against the published limit for its tier and bedroom count. Anything that runs over is flagged with the exact difference, so you can decide whether to adjust.
Ownership and entity records
We confirm the owner of record matches across the deed, the application and your recorded documents. A name mismatch is a common and avoidable reason for follow-up questions.
Filing and follow-up
We file the request with FHFC and answer its questions as they arrive. Once the certification is issued, we pass it to you in a clean, organized form ready for the county step.

Signs it is time to start your FHFC filing

  • You plan to claim the exemption this year

The county deadline is fixed, and FHFC certification has to be in hand first. Starting early leaves room for questions without risking the year.

  • Rents were set before you checked the limits

If units were leased at market or near-market rates, some may already sit above the published figure. It is better to find that during preparation than after a denial.

  • Your rent roll and leases do not agree

Differences between the property management system and signed leases slow review. We reconcile the two before anything is filed.

  • The ownership structure changed

A refinance, a new LLC or a sale can leave records out of step. Certification depends on the right entity filing for the right parcel.

  • A prior request came back with questions

If FHFC asked for more information or declined an earlier request, we read the response with you and explain what it would take to correct it.

What shapes the cost of certification

Fees depend on the work your property actually requires, and we explain the drivers on the first call. You get a written scope before we begin, so the cost is clear from the outset. A free savings estimate shows what the exemption could be worth against that cost.

Number of units

More qualifying units means a longer schedule and more rent and income checks.

Condition of your records

A current, matched rent roll and lease file moves quickly. Gaps or conflicting records take time to reconcile.

Mixed income tiers

Properties with units at more than one income tier need each tier tracked and tested separately.

Ownership complexity

Multiple entities, recent transfers or several parcels add verification work before filing.

Timing

Requests started close to the county deadline leave less room to resolve questions, which can add effort.

How a certification filing runs

  1. 1

    Free review by phone

We start with a call about the property, its unit count and current rents. You get a straight answer on whether certification looks realistic and what we would need from you.

  2. 2

    Document gathering

You provide the rent roll, leases, income documentation and ownership records. We work at our office and meet with you by phone or video, so nothing requires a site visit.

  3. 3

    Preparation and check

We build the unit schedule, test every rent against its limit and confirm the entity details. You see the draft and any flagged items before we file.

  4. 4

    Filing and response

We file with FHFC and handle follow-up questions. When certification is issued, we move straight to your County DR-504AFH Filing if you want us to.

Common questions about FHFC filing

Can the county application go in before FHFC signs off?

Not in any useful way. The property appraiser reviews your DR-504AFH alongside the FHFC certification, so the certification needs to exist first. We plan the county step around that order.

How long does certification take?

It depends on how complete your records are and how quickly FHFC responds. Well-organized files move faster. We recommend starting months ahead of the county deadline, not weeks.

What if some units do not qualify?

The exemption applies to qualifying units, so a property can still benefit even if some units fall outside the rules. We show you which units count and which do not, and why.

Will you tell me if my property is not a good fit?

Yes. If the unit counts or rents do not work, we say so during the free eligibility check rather than after you have paid for a filing.

Does certification carry over to next year?

No. The exemption must be supported each year. Our Annual Recertification service keeps the same records current so the next filing starts from solid ground.
