Annual Recertification in Key West

A Live Local Act exemption does not carry over on its own. Each year the property has to qualify again, with current rents, current resident incomes and fresh filings. We prepare the renewal, check the numbers against the new limits and file on time.

What annual recertification is, and why it matters

The exemption is granted one tax year at a time. To keep it, an owner has to show again that the qualifying units are rented to residents within the income bands and at or below the published rent limits. In practice that means going back to the Florida Housing Finance Corporation for fresh approval, then lodging an updated DR-504AFH form with the county property appraiser.

Most lapses we see are not caused by a property falling out of compliance. They happen because a deadline slipped, a rent increase went past the new limit by a small amount, or an income file from a renewed lease was never updated. We look for those gaps before the filing season, while there is still time to correct them.

If your property has not yet received its first exemption, start with our Live Local Act Exemption Applications page. This service is for owners renewing an exemption already in place.

What the renewal includes

Rent limit comparison

Rent and income limits are republished each year for Monroe County. We compare every qualifying unit's current rent against the new figures and flag any unit that sits above them.

Resident file check

We confirm that each qualifying unit has a current income certification on file, including units where the lease renewed or a new resident moved in during the year. Where files need fresh paperwork, our Resident Income Verification service covers that work.

Unit count reconciliation

We line up the number of units in each income band against what was reported in last year's filing, so the exemption claimed matches the units that actually qualify.

FHFC certification request

We prepare the annual request to the Florida Housing Finance Corporation and file it with the supporting rent roll and attestations.

County DR-504AFH filing

After FHFC approves the renewal, we prepare the DR-504AFH, lodge it with the property appraiser and keep a copy of the full packet for your records.

Signs your recertification needs attention now

  • Rents went up this year

Any increase on a qualifying unit should be checked against the new limit before the filing, not after.

  • Turnover was heavy

New residents mean new income certifications. Seasonal turnover can leave several units with missing or outdated files.

  • Last year's filing was rushed

If the packet went in close to the deadline, small errors in unit counts or resident data may carry forward unless someone reviews them.

  • Management changed hands

A new property manager may not know which units are designated, or where the prior year's records are kept.

  • You received a request from the appraiser

A letter asking for more documentation is a sign the file needs to be complete and consistent before the next cycle.

How the recertification runs

  1. 1

    A short review call

We talk through last year's exemption, any changes at the property and the dates ahead. This is the free Live Local review, and it tells you plainly what needs doing.

  2. 2

    Document gathering

On the call we give you a clear list: current rent roll, lease dates, resident income certifications and last year's filings. We then go through them with you or your manager in phone and video sessions.

  3. 3

    Review and corrections

We check every qualifying unit against the new limits and tell you what we found. If a rent or a file needs to be fixed, we explain the options and the timing.

  4. 4

    Filing and confirmation

We file the FHFC request first, then the DR-504AFH, and confirm each was received. You get a complete copy of what went in.

What moves the cost of recertification

Our fee depends on how much work the file actually needs, and we tell you what that is after the review call. A clean, well kept property costs less to renew than one with gaps to close. You get a clear scope before we begin.

Number of qualifying units
More designated units means more rents and resident files to check.
Condition of the records
Complete, organized files move quickly. Missing certifications or unclear lease dates take time to resolve.
Changes since last year
Turnover, rent increases or a shift in which units are designated all add review work.
Timing
Starting well ahead of the deadlines leaves room to correct issues calmly. A late start compresses the work.

Questions about annual recertification

Something not covered here? (305) 493-8308

Once the exemption is approved, does it renew automatically?

No. Approval covers a single tax year and then ends. Each cycle calls for a new certification from FHFC and an updated DR-504AFH lodged with the property appraiser. If either filing is missed, the property loses the exemption for that year.

What if a single unit ends up above the rent limit?

That unit may drop out for the year. Depending on how many units you designate, it can shrink the exemption or put the property's thresholds at risk. Catching it early gives you more choices, and we walk you through the effect before anything goes to FHFC or the county.

We filed the first exemption with someone else. Can you take over the renewal?

Yes. We begin with last year's filings and supporting records, then prepare this year's renewal on that foundation. Any errors we find in the earlier packet, we point out plainly so they are not repeated.

When is the right time to begin?

Aim for several weeks ahead of the FHFC due date. That gives enough room to collect resident files, compare rents with the new limits and settle any issues before the county filing follows.

Is there help available between renewals?

Yes. Owners who prefer year-round tracking of rents, lease renewals and resident files use our Ongoing Compliance Support. Keeping records current through the year makes the annual renewal shorter and easier to plan.
